Lower Thalia is a motley collection of village and city councils united to keep bandits in check and to share crops in time of trouble.  This loose confederation has a very weak central government and army, reflective of its inhabitants strong independent streak.  This tends to back-fire in times of trouble as the expansionist [[farne:locations:Upper Thalia|Upper Thalian]] regime to the north looks covetously at the resources of Lower Thalia.  Still, the residents always re-assert their identity and throw off the yoke of oppression.
