Slums District

What is now known as the slums district was once a neighborhood of lower- and middle-class dwellings and businesses within the Old City. Since the townspeople of Civilized Phlan retook the harbor area, the slums have become a buffer zone between the new settlers and the evil forces inhabiting the rest of Phlan. The area has long been a haven for misfits and outcasts from both sides, many of them hungry and desperate. A few enterprising souls have been brave (or foolish) enough to begin rebuilding homes and shops in the areas closest to Civilized Phlan's gates.

Inns and Taverns

  • Nat Wyler's Bell : Located close to the stockade wall, this small inn is a favorite place of cutthroats, mercenaries, and desperate men looking to get rich quick. Being far from the eyes of the city watch, fights break out often. However, Nat employs a number of hardened mercenary types for security and damage is kept to a minimum. Thievery is also very uncommon, as Nat and his men take a very dim view to those caught stealing under his roof. A sort of unspoken code exists where all disagreements, prejudices, or vendettas are put on hold in the face of a monster attack. The inn offers 10 private rooms that can sleep up to 6 with some crowding for 3 silver a night and a common room with beds for 20 at 8 copper per night. Meals of simple stew and bread are covered for another 5 copper. The place is usually busy at all hours, but most patrons keep to themselves. Nat does a little side business caching other people's items and loot in his personal vaults for a small fee.

Shops

  • Jerome of Melvaunt : This small, unremarkable building has an extensive basement level that serves as the primary sales floor. Jerome sells most of the same kinds of common sundries and adventuring gear that Cockburn's inside Civilized Phlan does, but he also does a steady business in items or substances not commonly sold behind the wall, such as poisons and the like. He will also buy items of value, no questions asked.
  • Slum Market : An open air market with an ever-changing collection of vendor's stalls similar to the one near the docks, but with a few mostly-permanent residents. Wollaegar the Chandler sells an astounding variety of knick-knacks and useless junk but occasionally has a few diamonds in the rough or the odd magical potion. Utos the Mapmaker is a seedy character that sells maps of areas in the city and wilderness with varying degrees of accuracy. Aldo the Wineseller's wine is of fair to average quality, but he has a great deal of information about the goings-on in the Old City. Everyone here is always a little on edge and ready to take off at the first hint of trouble.
