Pendar is a nerdy, air-aspected dragonblood of the Lookshy Bureau of Strategic Defense, and was sent to investigate the floating mountain in the east. He has been in residence at the mountain for many months, and knows fairly well the power hierarchy both on the mountain as well as below. He seeks to discover what keeps the mountain aloft in the hopes of applying the technique to increase the defensibility of Lookshy.
